While the song doesn’t have a literal meaning, one aspect of it is a response to Led Zeppelin wanting royalties from Tool for “No Quarter,” while they are a band known for “borrowing” styles from other musical acts. Hence “Eye hole deep in Muddy Waters…” (Muddy Waters basically wrote Whole Lotta Love) and “Lemon juice up in your eye…” (The Lemon Song says “Squeeze my lemon til the juice runs down my leg,” which is a line Zeppelin took from Robert Johnson). It’s a brilliant little “Fuck you guys for accusing us of doing what you’ve done all along.” The pot calling the kettle black.
EDIT: Muddy Waters didn’t actually write the song that Whole Lotta Love is based on. That was Willie Dixon’s “You Need Love.” The reference in the song still applies, though, since they’re known for “steal/borrowing” from several of the blues legends.
